Independent package review

A single file or an unstructured collection does not document the source and version in a form that supports an independent review. The package provides an ordered handoff: a list of components, the source of each file, its SHA-256 fingerprint and a timestamped seal. The activity history travels with the material, so the recipient can check the package for completeness and consistency independently.
